Prior to that, Elias Alcantara served as Senior Associate Director of Intergovernmental Affairs in the <a href=\"https:\/\/obamawhitehouse.archives.gov\/administration\/eop\/iga\/about-iga\">Obama White House<\/a>, as a liaison for local officials across the country. Previously, he served as a U.S. Fellow for the Organization of American States and resided in Santiago, Chile for two years. While in Chile, he completed coursework for a Master of Arts in International Studies at the Universidad de Chile\u2019s Institute of International Studies.
