\"\"<\/a>The Biden administration faces a choice that could advance two of its core objectives \u2014 fostering environmental justice and fighting climate change.<\/p>\n

Puerto Rico\u2019s already troubled energy system was\u00a0devastated by<\/a>\u00a0Hurricane Maria in 2017 and a magnitude 6.4 earthquake in 2020. The Federal Emergency Management Agency (FEMA) has allocated\u00a0$9.6 billion<\/a>\u00a0for electric system work in Puerto Rico. FEMA now has to decide whether to use this money on yet more fossil-fuel generation, which would worsen the unhealthy levels of air pollution, or instead devote most of it to rooftop solar, which would be healthier for residents, create more local jobs and make the power supply more resilient to disruption of the fragile electrical grid.<\/p>\n

<\/p>\n

Puerto Rico\u2019s electric system is highly centralized and based on\u00a097 percent<\/a>\u00a0fossil-fired generation. The fossil fuel plants emit multiple\u00a0pollutants<\/a>\u00a0that adversely impact the health of nearby communities. The\u00a0AES<\/a>\u00a0coal-fired power plant in Guayama and the\u00a0Aguirre Power Complex<\/a>\u00a0in Salinas, both in southeastern Puerto Rico, are two primary sources of air pollution and toxic emissions in the archipelago and disproportionately impact some of the poorest communities. These two plants also extract large amounts of freshwater from the\u00a0South Coast Aquifer<\/a>, the primary water supply for thousands of people, and have contributed to the water scarcity that has led to\u00a0water rationing<\/a>. The\u00a0Costa Sur<\/a>\u00a0and\u00a0EcoElectrica<\/a>\u00a0plants in southwestern Puerto Rico both burn imported \u201cnatural\u201d methane gas and transmit energy long distances using the vulnerable transmission and distribution system. The\u00a0San Juan and Palo Seco<\/a>\u00a0power plants also adversely impact nearby communities with emissions from combustion of dirty oil and methane gas.<\/p>\n

Much of the existing energy infrastructure is in\u00a0flood-prone areas<\/a>\u00a0or at risk of sea-level rise, storm surge and tsunamis.<\/p>\n

The Puerto Rico Electric Power Authority (PREPA) has submitted\u00a0a plan<\/a>\u00a0to FEMA for the use of these funds that would perpetuate the use of fossil fuels. This is despite the fact that the 2018\u00a0Bipartisan Budget Act<\/a>\u00a0allows for the use of funds for alternative technologies, such as on-site solar, plus storage that would keep the lights on at night.\u00a0The\u00a0Puerto Rico Energy Public Policy Law<\/a>\u00a0makes facilitation of distributed energy resources such as roof-top solar and storage a key part of Puerto Rico energy policy.<\/p>\n

Nonetheless, PREPA\u2019s 10-year plan and its funding requests to FEMA call for spending at least $853 million on two new natural gas-fired power plants. This plan also sets aside over $8 billion for transmission system work that would perpetuate the existing long-distance, south to north, transmission of energy, as well as the environmental injustice already experienced by fence line communities located near heavily contaminating power plants in southern Puerto Rico. Rebuilding and hardening the existing transmission and distribution system to maintain reliance on fossil fuels and centralized generation would condemn these communities \u2014 comprised of a majority of impoverished\u00a0Afro-descendants<\/a>\u00a0\u2014 to continue suffering disproportionate and adverse health effects caused by air, water and land pollution.<\/p>\n

PREPA\u2019s plan, currently being evaluated by FEMA, fails to adequately consider the rooftop\/on-site solar and storage alternatives that could have positive, enduring multiplier effects in environmental justice communities, the local economy and employment rates. Moreover, wide scale rooftop\/on-site solar and storage would not rely on the system of overhead wires whose collapse in Hurricane Maria led to\u00a0blackouts<\/a>\u00a0that were linked to hundreds of deaths because life-saving medical equipment was shut off.<\/p>\n

Puerto Rico is a very sunny place. Civil society groups, including community, environmental, labor, professional organizations and academia, co-founded and endorse the\u00a0Queremos Sol<\/a>, or \u201cWe Want Sun,\u201d proposal, which promotes the transformation of PREPA to achieve wide scale implementation by the power utility of on-site\/roof-top solar and storage, energy efficiency, demand response and energy literacy programs.<\/p>\n

The FEMA funds present a once-in-a-generation opportunity to transform the energy system. Earmarking federal funds for localized solar and storage through the public utility, which can develop a transparent procedure for large scale deployment of rooftop solar and storage, serves four purposes:<\/p>\n

  1. It provides access to resilient energy systems to the lowest income sectors of the population, who would otherwise not be able to access loans, rebates or leases for solar and storage;<\/li>\n
  2. Provides a uniform procedure through the public utility that would hasten the implementation of rooftop or on-site solar and storage installations;<\/li>\n
  3. Breaks the disaster cycle of destruction and costly reconstruction of the vulnerable, long-distance transmission system; and<\/li>\n
  4. Changes the trajectory of sending billions of dollars per year out of Puerto Rico\u2019s economy to pay to import fossil fuels.<\/li>\n<\/ol>\n

    PREPA has a central role in enacting this policy by procuring distributed renewable systems, and then installing and maintaining them. Direct installation by PREPA with the allocated FEMA funding is the best way to implement on-site renewable energy solutions in Puerto Rico. A 2020 report from the National Renewable Energy Laboratory concluded that annual residential solar potential in Puerto Rico is\u00a0roughly four times<\/a>\u00a0the residential electricity consumption.<\/p>\n

    The upfront costs of distributed energy systems are a major obstacle for low-income and moderate-income Puerto Ricans to access roof-top solar and storage. If PREPA could acquire, install and maintain rooftop solar plus storage, all residents could have access to the benefits of distributed energy resources.<\/p>\n
