{"id":4328,"date":"2016-07-18T13:50:06","date_gmt":"2016-07-18T18:50:06","guid":{"rendered":"http:\/\/blogs.law.columbia.edu\/climatechange\/?p=4328"},"modified":"2016-07-18T13:50:33","modified_gmt":"2016-07-18T18:50:33","slug":"energy-and-air-pollution-a-new-report-from-the-international-energy-agency","status":"publish","type":"post","link":"https:\/\/blogs.law.columbia.edu\/climatechange\/2016\/07\/18\/energy-and-air-pollution-a-new-report-from-the-international-energy-agency\/","title":{"rendered":"\u201cEnergy and Air Pollution\u201d \u2013 a new report from the International Energy Agency"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div><p><em>Justin Gundlach<\/em><br \/>\n<em>Climate Law Fellow<\/em><\/p>\n<p>The International Energy Agency, a respected source of data and insights into energy <a href=\"https:\/\/www.iea.org\/publications\/medium-termreports\/\" target=\"_blank\">markets<\/a> and <a href=\"https:\/\/www.iea.org\/roadmaps\/\" target=\"_blank\">technologies<\/a>, has published a report \u2013 <a href=\"https:\/\/www.iea.org\/publications\/freepublications\/publication\/weo-2016-special-report-energy-and-air-pollution.html\" target=\"_blank\"><em>Energy and Air Pollution<\/em><\/a> \u2013 on how the energy sector affects air quality and public health. As the report explains, \u201c[o]ur energy system contributes vitally to economic and social progress around the world. But there are costly side-effects.\u201d The report marks an important development for the IEA: this is the first time the IEA has conducted a major study on the role energy plays in air pollution. The report is the latest example of a growing recognition that sound energy policy cannot not be indifferent to public health, and that an integration of energy and environmental policy goals can lead to more socially cost-effective economic development.<\/p>\n<p>The three charts below the jump illustrate how the report integrates data and policy information for international comparison.<\/p>\n<p><!--more--><\/p>\n<p><strong>Figure 3.1<\/strong> shows wide variations in ambient air quality, as measured against World Health Organization standards.<a href=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2016\/07\/IEA-Fig-3-1-air-quality-levels.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4329 size-full\" src=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2016\/07\/IEA-Fig-3-1-air-quality-levels-e1468867194597.png\" alt=\"IEA Fig 3-1 (air quality levels)\" width=\"600\" height=\"413\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p><strong>Figure 3.3<\/strong> compares the cost-effectiveness of\u00a0different sources of electricity generation for the purpose of abating PM2.5 emissions from new power plants in India.\u00a0Note that the coal-fired plant in the comparison is an ultra-supercritical plant using no additional pollution control technologies. Most coal plants being planned or built in India burn less hot, and so emit more PM than an ultra-supercritical plant.<a href=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2016\/07\/IEA-Fig-3-3-PM2.5-abatement-costs-by-source-type.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4330 size-full\" src=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2016\/07\/IEA-Fig-3-3-PM2.5-abatement-costs-by-source-type-e1468867333567.png\" alt=\"IEA Fig 3-3 (PM2.5 abatement costs by source type)\" width=\"600\" height=\"392\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<p><strong>Figure 3.6<\/strong> shows that air quality standards for PM10 are less and less stringent\u00a0as one goes from the European Union to the U.S., to China,\u00a0to\u00a0India, and finally to Indonesia.
