This marks the first time such a bill has been introduced into Congress, and, if passed, it would place the U.S. at the forefront of methane removal research.<\/p>\n<p>The bill being signed into law is unlikely in the immediate future, but the introduction highlights the importance of dealing with methane as part of the broader fight to mitigate climate change. The bill also signifies the importance of publicly-funded research when developing technologies, like methane removal, that present significant potential benefits and high risks. This blog introduces methane removal, provides an overview of the methane removal research bill, and argues that the bill is an opportunity to expand needed social science research into methane removal.<\/p>\n<p><strong>Why remove methane from the atmosphere?<\/strong><\/p>\n<p>Methane is a potent greenhouse gas \u2013 it is responsible for more than a 25% of the atmospheric warming humans have caused since pre-industrial times. Though carbon dioxide is still responsible for more total warming, each ton of methane emitted traps 80 times more heat in the atmosphere carbon dioxide over a 20 year period. This means that actions to reduce methane concentrations have speed benefits \u2013 reducing methane concentrations by a relatively small amount in the near term can have a big impact.<\/p>\n<p>Human-driven sources of methane, including fossil fuels, agriculture, and waste, account for about 60% of emissions. Natural sources, most importantly wetlands, account for the remaining 40%. Technologies exist to reduce emissions from fossil fuel sources cheaply and efficiently. We need to ramp those up immediately, alongside other efforts to reduce methane emissions, to meet our climate temperature goals. But agricultural emissions and natural emissions are often diffuse. This means they are emitted at low concentration, and existing technology cannot prevent the emissions at the source. This, coupled with rising concerns that climate change could unlock significant additional natural methane emissions (e.g., from tropical wetlands and melting permafrost), has increased interest in methane removal.<\/p>\n<p>Methane removal refers to human interventions to accelerate the conversion of methane in the atmosphere to a form that causes less warming, to physically remove methane from the atmosphere and store it elsewhere, or to increase the methane sink in ecosystems like forests or soils. A <a href=\"https:\/\/www.nationalacademies.org\/projects\/DELS-BASCPR-22-08\/publication\/27157\">2024 National Academies of Sciences, Engineering, and Medicine (NASEM) Report<\/a> identified five approaches to methane removal, which are described in the graphic and table below.<\/p>\n<p><a href=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2026\/07\/methane-removal-diagram.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-29343 aligncenter\" src=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2026\/07\/methane-removal-diagram.png\" alt=\"\" width=\"512\" height=\"767\" \/><\/a><\/p>\n<p><a href=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2026\/07\/methane-removal-approaches.png\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-29349 aligncenter\" src=\"https:\/\/blogs.law.columbia.edu\/climatechange\/files\/2026\/07\/methane-removal-approaches.png\" alt=\"\" width=\"768\" height=\"336\" \/><\/a><\/p>\n<p><strong>The Methane Removal and Innovation Act<\/strong><\/p>\n<p>In late June 2026, two Democratic representatives, Kevin Mullin (CA-15), Andrea Salinas (OR-06), and one Republican, Carol Miller (WV-01), introduced the \u201c<a href=\"https:\/\/kevinmullin.house.gov\/wp-content\/uploads\/2026\/06\/MULLCA_044_xml.pdf\">Methane Removal Research and Innovation Act of 2026<\/a>.\u201d The bipartisan bill would direct the Department of Energy (DOE) to establish the Methane Removal Research Initiative, with a goal \u201cto expand the scientific understanding . . . and ethics useful for practical development of methane removal.\u201d The bill directs the DOE to consult with relevant federal agencies and to organize multidisciplinary teams to conduct research. The aim is to \u201csupport research, development, demonstration, and commercial application activities examining the feasibility, costs, potential scale, [and] social barriers\u201d to methane removal. The bill would provide $25 million per year in funding from 2027 through 2031 to support the initiative.<\/p>\n<p>The bill requires this research to be informed by the <a href=\"https:\/\/www.nationalacademies.org\/projects\/DELS-BASCPR-22-08\/publication\/27157\">2024 NASEM report<\/a>, which developed a research agenda for methane removal. The NASEM report gives helpful detail on the types of research questions the bill would support, including on foundational scientific questions. There\u2019s a lot we still need to learn on the basic science of methane sinks in order to better understand how to enhance those sinks. The knowledge base of methane removal approaches is also \u201cvery limited\u201d according to NASEM, so we need a better understanding of their efficacy and key environmental and human risks.<\/p>\n<p>As part of its report, NASEM commissioned a series of papers from outside experts. The Sabin Center contributed one of these papers on\u00a0<a href=\"https:\/\/scholarship.law.columbia.edu\/sabin_climate_change\/233\/\">Legal Considerations for Atmospheric Methane Removal<\/a>. Our paper found that while there is no specific legal framework governing atmospheric methane removal, a variety of general environmental and other U.S. and international laws may apply to field research and deployment. The applicability of different laws will depend on a range of factors, including the specific nature of the activities (e.g., whether they involve open or closed systems), the purpose for which they are conducted (e.g., whether they involve research or commercial activities), where they take place (e.g., on land or in the ocean), and the nature and location of their impacts.<\/p>\n<p>That paper was part of the Sabin Center\u2019s <a href=\"https:\/\/climate.law.columbia.edu\/content\/carbon-management-and-greenhouse-gas-removal#!\">broader work defining the legal framework for methane removal<\/a>. We wrote two papers analyzing the international and U.S. legal requirements for <a href=\"https:\/\/scholarship.law.columbia.edu\/sabin_climate_change\/238\/\">soil amendments<\/a> and <a href=\"https:\/\/scholarship.law.columbia.edu\/sabin_climate_change\/229\/\">atmospheric oxidation enhancement<\/a>. We also wrote about <a href=\"https:\/\/scholarship.law.columbia.edu\/sabin_climate_change\/253\/\">how the Paris Agreement would treat methane removal approaches<\/a>, both in country submissions and trading mechanisms under that agreement.<\/p>\n<p><strong>Opportunities in the new bill<\/strong><\/p>\n<p>Our papers so far are a building block for further needed research on the legal framework for this emerging climate technology. The Methane Removal and Innovation Act could, if passed into law, provide funding support for advancing this type of research. The bill\u2019s focus on ethics, social barriers, and the need for multidisciplinary teams demonstrate the authors\u2019 recognition that social science will play a critical role in better understanding methane removal. We don\u2019t just need to know whether methane removal will work. We also need to know whether our legal systems are up to the challenge of governing its development and how communities feel about it being deployed. This is especially critical as the needs to mitigate climate change and lower methane concentrations only get more urgent.<\/p>\n<p>Interest in research in methane removal is likely to increase as climate impacts do. Even more so if warming unlocks massive natural emissions of methane. This research can be supported by private funders or public funds. While privately-funded research can be done well, it also carries risks that the source of the funding directs the research in ways that the public would not accept. There are a lot of good reasons for public funds to play a role here. Public funding is subject to agency and congressional oversight, and can draw on the expertise of government scientists and national labs. Some forms of methane removal, namely atmospheric oxidation enhancement, involve risks to complex atmospheric chemistry. Research should develop in the most transparent way possible, and public funds provide one avenue for us to ensure that is the case.
