Report of the United States Government Accountability Office entitled “Drug Offenders: Various Factors May Limit the Impacts of Federal Laws That Provide for Denial of Selected Benefits” finds that during the academic year 2003- 2004, about 41,000 applicants were disqualified from receiving postsecondary education loans and grants because of drug convictions, as a result of the requirements of 20 U.S.C. section 1091(r).
